Joint Development Authority <br /> ,-AVEN JHILLS TCAAP Redevelopment Project <br /> Ramsey County <br /> AGENDA ITEM 513 <br /> MEMORANDUM <br /> DATE: April 1, 2013 <br /> TO: Joint Development Authority Board of Commissioners <br /> FROM: Pat Klaers, City Administrator <br /> City of Arden Hills <br /> SUBJECT: Liability Insurance for the JDA <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> n/a n/a n/a <br /> Summary <br /> The League of Minnesota Insurance Trust(LMCIT) is reviewing the Joint Powers Agreement(JPA)to determine how to <br /> address the insurance needs of the Joint Development Authority (JDA). <br /> Background/Discussion <br /> In order to get a better understanding for what the insurance needs are for the JDA, I met with our City Insurance Agent, <br /> Mark Lenz, from the Bearence Management Group. (The City obtains its insurance from the LMCIT; and the LMCIT <br /> requires that municipalities designate an agent as a condition of participating in the program.) <br /> provided Mark with the JPA and we met on March 4t"to discuss the roles and responsibilities of the JDA. Mark has also <br /> exchanged information with Georgie Schulte, Risk Management Consultant for Ramsey County, regarding JDA insurance, <br /> Mark has meet with LMCIT staff to discuss the insurance needs of the JDA.The LMCIT staff asked about the JDA budget, <br /> which does not yet exist, and for information on the Pollution Legal Liability policy for the County,which has not been <br /> purchased. <br /> Since the JDA is not expected to own equipment or property,the insurance issues appear to be mainly related to <br /> liability. According to Mark, the LMCIT will likely propose the Municipal Liability coverage plan for the JDA.This package <br /> coverage plan provides general liability,errors and omissions,directors and officers, employment practices liability and <br /> coverage for HIPPA. <br /> Most recently, I met with Mark again on March 26t"to review the JDA insurance situation and Mark expects to have a <br /> LMCIT proposal to present to the JDA in May. <br />
