Using the objectives in the 2030 Comprehensive Plan in <br />conjunction with the inventory of other communities, Staff prepared working drafts for the <br />possible adoption of a new Parks and Open Space (P/OS) and Park Preserve (PP) zoning district. <br /> <br />Discussion <br /> <br />The drafts for the proposed Park and Open Space Ordinance and Park Preserve Ordinance <br />currently include three primary sections: <br /> <br /> <br />1.A description of the intent of the ordinance; <br /> <br />2.A subdivision outlining permitted uses; and <br /> <br />3.A subdivision listing special regulations. <br /> <br />The intent of the ordinances and the list of permitted uses were designed to give the City <br />. <br />s <br /> <br />Additional points of discussion might include the following: <br /> <br /> <br />Are there any types of uses or facilities that should be permitted in the Districts that are <br />not currently listed in the draft ordinances? <br /> <br />Do the drafts provide the City Council with enough guidance to effectively evaluate <br />proposed conditional uses and their potential impacts on park and open space land? <br /> <br />Other special regulations that might be appropriate. <br /> <br />The Planning Commission discussed this topic at their April 3, 2012 meeting. Comments from <br />this meeting have been incorporated into the attached draft Parks and Open Space (P/OS) <br />Ordinance and Park Preserve (PP) Ordinance (Attachment C). Staff is requesting that the PTRC <br />review the draft ordinances and provide comment on them. In order to adopt the new Districts, <br />the Planning Commission will need to hold a public hearing and make a formal recommendation <br />to the City Council. <br /> <br /> <br />No Net Loss of Park Land <br /> <br />Previously, the Planning Commission had requested that Staffinclude a provision inthe Parks <br />and Open Space Ordinance that would require the City to replace any converted or transferred <br />park space with an equivalent amount of park land within city limits. Upon further research, <br />Staff found that such an ordinance already exists in the City Code: Section 720.09, Diversion and <br />Disposal of Recreation Areas (Attachment D).
