MEMORANDUM

DATE: April 11, 2013

TO:Jill Hutmacher, Community Development Director

FROM: John M. Anderson, Assistant City Engineer

SUBJECT:3208 Hamline Avenue Site Review

PW-12-0000

As requested I have reviewed available information and collected soil boring and
survey information for the site. The soil borings done on the site are B-7,8 and 9 on
the attachment. The soil borings indicate presence of peat soils below fill. Due to the
inability of the existing soils to infiltrate stormwater the site is not well suited for
storm water treatment facilities. Additionally the peat soils would make construction
of structures or facilities costly on this site.

The site is adjacent to the 100 year flood elevation. There are two 100 flood
elevations established in this area. The first is 880.6 as published in the FEMA flood
study. The second 100 yr flood elevation identified in this area is 881.5 according to
Rice Creek Watershed District. Both of these elevations are highlighted on the
survey which is attached. The highest elevation on the site is 884 which is only 2.5
feet above the RCWD flood elevation. Based on topography the site is extreamly
limited in its uses.

.
