CONSENT <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: April 29, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Patrick Klaers, City Administrator <br /> <br />SUBJECT: Resolution Approving Joint Powers Agreements <br /> <br /> <br /> <br />Background/Discussion <br /> <br />The Bureau of Criminal Apprehension (BCA) is requesting that the City Council approve a new <br />BCA Master Joint Powers Agreement (JPA) along with a Court Data Services Subscriber <br />Amendment (Amendment) to the JPA. The change relates a new service that is called eCharging. <br />The attached Resolution approved both documents. <br /> <br />Attached for your information is a cover letter from the BCA regarding the request for the City <br />to approve the JPA and Amendment; a brief email and memo from our City Prosecuting <br />Attorney Joseph Kelly recommending the approvals as requested; a City Resolution approving <br />the two documents (Legal Assistant Jessica Forstner, from Kelly and Lemmons, is identified in <br />the Resolution as the as the designee for Joseph); and the JPA and Amendment. <br /> <br />This topic was discussed at the last meeting of the Contracted Communities group. Sheriff Matt <br />Bostrom was at this meeting. Discussion related to the fact that eCitiations are currently being <br />issues and that eCharging is expected to be mandated to cities in the future. There is very little <br />cost to the City associated with this request and hopefully there will be some efficiencies <br />resulting from the program. <br /> <br />Recommendation <br /> <br />It is recommended that the City Council adopt Resolution 2013-023, approving the State of <br />Minnesota Joint Powers Agreements with the City of Arden Hills on behalf of its City Attorney <br />and Police Department. <br /> <br />Attachments <br /> <br />Attachment A: BCA Letter Attachment C: Resolution 2013-023 <br /> <br />Attachment B: Joseph Kelly Email Attachment D: JPA and Amendment <br />
