UNFINISHED BUSINESS <br /> <br /> <br />A.Tax Increment Financing and Business Subsidy Policy <br /> <br />Community Development Director Hutmacher <br />stated that Stacie Kvilvang from Ehlers & <br />Associates attended the City Council work session on August 20, 2012, and discussed priorities <br />for public financing assistance. She noted that Council discussion at that meeting helped develop <br />the Public Financing Priority Framework as well as the Business Subsidy Policy; both of which <br />were included in the agenda packet . <br /> <br />Stacie Kvilvang, Ehlers & Associates, <br />presented information on the Public Financing Priority <br />Framework. She reviewed the ranking criteria that she compiled based upon Council discussion <br />at the August 20, 2012, work session. She noted that the predetermined ranking criteria will <br />assist the City in determining how to award business subsidies. <br /> <br />Ms. Kvilvang <br />handed out and reviewed several examples of the grading and report cards for <br />potential redevelopment projects. The examples illustrated how each project would rank based <br />on the point values which are determined by the ranking criteria. <br /> <br />Discussion ensued regarding the various report card scoring factors. <br /> <br />Ms. Kvilvang <br />discussed the draft copy of the Business Subsidy Criteria and City Public <br />Financing Guidelines. <br /> <br />Discussion took place regarding the analysis of TIF and Total Tax Capacity. <br /> <br />Council consensus was to remove the City of Mounds View from the chart comparing the five- <br />county area urban cities with populations between 8,000 and 50,000 and to have staff recalculate <br />the numbers. <br /> <br />City Administrator Klaers <br />stated that staff will re-do the numbers and will bring it back to the <br />April 29, 2013, EDA meeting for further discussion. <br /> <br />6.
