ARDEN HILLS CITY COUNCIL WORK SESSION—FEBRUARY 19, 2013 6 <br /> Community Development Director Hutmacher stated that the City Attorney is aware of the <br /> issues and has been actively working on them. She noted that the enforcement process is in place, <br /> and issues are being dealt with on a case-by-case basis. <br /> Community Development Director Hutmacher explained that the Economic Development <br /> Authority (EDA) has been meeting, and they are working on their 2013 Work Plan. She indicated <br /> that there will be a State-of-the-City address in 2013 and other ideas are being discussed to <br /> increase business contacts. <br /> Public Works Director Maurer presented an overview of the Public Works goals worksheet. <br /> Mayor Grant inquired about the SCADA system being abandoned from the goals. <br /> Public Works Director Maurer stated that due to Council's approval of purchasing the Omni <br /> system, which is more cost-effective, there is no longer a need to pursue the SCADA system so <br /> that is why it has been abandoned from the worksheet. <br /> D. Lexington Station Concept PUD Review <br /> City Planner Beekman stated that the Robert's Development Company is requesting a concept <br /> review of a possible Planned Unit Development (PUD) at the southwest corner of Red Fox Road <br /> and Lexington Avenue. She introduced the applicant, Nick Roberts, and two of the people who <br /> are working with him on the project: Christian Hendrie, with Hoefler Architects, LLC, and Tim <br /> Gilbert, with Roberts Management Group. <br /> City Planner Beekman explained that the applicant is present tonight seeking feedback from the <br /> City Council on the development concept. She noted that a formal application will be subject to <br /> the full review process, and will include a public hearing with the Planning Commission as well <br /> as City Council review. <br /> City Planner Beekman stated that the landscaping requirements have not been discussed at this <br /> time. The Roberts Development Company is looking to demolish the building and replace it with <br /> approximately 15,000 square feet of retail space. She noted that they propose to remove three <br /> driveways and connect the parcels for better internal circulation. <br /> Mayor Grant noted that the proposed intersection lines up with Target's intersection. He <br /> inquired if that is part of Phase I of the development plan. <br /> Nick Roberts, building owner and applicant, confirmed that the plan would be to line up the <br /> intersections as part of Phase I. <br /> Councilmember Holden inquired if the Robert's Development Company utilized the Shoreview <br /> traffic analysis. <br /> Mr. Roberts stated that his company did have access to that particular traffic study. <br />
