Motion to Adopt Resolution 2013-025 Recognizing National Public Works Week <br /> May 19-25, 2013 <br /> MOTION: Councilmember Holmes moved and Councilmember Holden seconded a <br /> motion to approve the Consent Calendar as presented and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> unanimously (5-0). <br /> 6. PULLED CONSENT ITEMS <br /> None. <br /> 7. PUBLIC HEARINGS <br /> A. 2013 PMP Assessment Hearing <br /> Assistant City Engineer Anderson stated that in October of 2012, a neighborhood meeting was <br /> held regarding the proposed 2013 improvement project and assessments. Plans were reviewed <br /> with the Council in January and bids were requested in March. The street improvement projects <br /> planned for this summer have been reviewed in detail by staff. The total cost for the project is <br /> $937,523.26, which includes overhead. He noted the project is proposed to be assessed consistent <br /> with the City's Assessment Policy and past practices, which states that 50% of the costs for <br /> roadway improvements will be assessed in residential areas, with the remaining portion financed <br /> by City funds. He discussed the assessment rates based on the low bid noting each unit will be <br /> assessed $4,451.24. He reviewed how the five boundary parcels will be assessed by the City. <br /> Payment options for the proposed assessments were explained. <br /> Assistant City Engineer Anderson stated that the City sent out the required public hearing <br /> notifications and notified the homeowners association regarding tonight's assessment hearing. He <br /> stated that at this time, no formal objections have been submitted in writing to City staff. Staff <br /> recommended the Council hold an assessment hearing this evening for the 2013 PMP project and <br /> take comments from the public. <br />
