CONSENT ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: May 13, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Michelle Olson, Parks and Recreation Manager <br /> <br />SUBJECT: Hard Court Maintenance at Hazelnut Park, Royal Hills Park and Valentine Park <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />$13,000 Resurfaces $13,400 General Fund <br />$3,000 Valentine Park $1,100 Capital Expense <br /> <br /> <br />Requested Action <br /> <br />Motion to authorize staff to contract with Lee Sports Surfacing LLC in the amount of $14,500 <br />for hard court maintenance at Hazelnut Park, Royal Hills Park and Valentine Park. <br /> <br />Background <br /> <br />The Public Works Department has established a hard court maintenance/resurfacing schedule to <br />guide staff in keeping the hard courts in the City in playable and safe condition. The <br />maintenance grid follows a 6-8 year resurfacing schedule. The schedule is designed to be a <br />guide and is not intended to be considered a schedule set in stone. It leaves flexibility to delay <br />resurfacing or to schedule a different court if another location is in worse shape. <br /> <br />The tennis and basketball courts at Royal Hills are scheduled for maintenance in 2013. <br />Foundation cracks cannot be permanently fixed by resurfacing. However, a resurface will <br />improve the surface of the court, improving safety. During a resurface project, the court is <br />power washed, low areas and cracks are filled and an acrylic surface is applied. This court was <br />last resurfaced in 2006. Royal Hills has a lot of foundation cracks that can only be resolved <br />through a reconstruct. In addition, the fencing is in poor condition. Rather than replace the <br />fencing right now, staff recommends resurfacing this court in 2013 and scheduling it for a <br />reconstruct in five years (2018), including replacing the fencing. A rough reconstruction cost <br />estimate is between $40,000 and $50,000. The tennis and basketball courts at Hazelnut Park are <br />scheduled for resurface in 2014. However, inspection of the courts shows severe surface <br />deficiencies and staff recommends moving this court up one year in the schedule and resurfacing <br />13 <br />Page of <br /> <br /> <br />
