CONSENT ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: May 13, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Amy Dietl, Deputy Clerk <br /> <br />SUBJECT: Approve Ordinance 2013-004 Amending Section 335 Residential Rental Unit <br />Registration Expiration Dates and Authorizing Publication of the Ordinance <br />Summary <br /> <br /> <br />Background/Discussion <br /> <br />With the resignation of the City Planner, Administration is evaluating some of the <br />responsibilities of various City programs. One change that is taking place is with the <br />administrative functions of the rental registration process. This involves such duties as mailing <br />rental registration expiration notices (including second and third notices), mailing of the rental <br />information packet to both the renter and the property owner, phone inquiries, and processing of <br />the paperwork once received. These duties are being moved to the Finance/Administrative <br />Services Department which has primary responsibilities for licensing and permits. <br /> <br />Currently, all rental unit certificates expire at midnight of June 30 of each year. Staff feels it <br />would be beneficial to move that expiration date to December 31 for several reasons. <br /> <br />First, with the exception of peddler/solicitor/transient merchant licenses, all other permits and <br />licenses handled by the Administration Department expire at the end of each year. For <br />consistency purposes, it would be logical to have rental registrations also expiring at the end of <br />the calendar year. <br /> <br />Second, with the current expiration of rental registrations falling mid-year, the Finance <br />Department experiences additional work due to the fact that fees are collected in one year, but <br />spread out over two years. This requires the Finance Department to defer funds, track deferred <br />funds, and then make journal entries of each deferred amount. It would save the Finance <br />Department time by not having to deal with deferred payments if rental registrations expired at <br />the end of the calendar year. <br /> <br /> <br />12 <br />Page of <br /> <br />
