NEW BUSINESS <br /> <br />A. Selection of Consultant for Master Planning Process <br /> <br />th <br />Community Development Director Hutmacher <br />stated on March 15 the City received five <br />proposals for the TCAAP master planning process. Firms that submitted proposals included <br />Hoisington Koegler Group, Kimley-Horn and Associates, Landform, SRF Consulting Group, and <br />WSB & Associates. The proposals ranged in price from $203,933 to $524,422. <br /> <br />Community Development Director Hutmacher <br /> indicated a selection committee consisting of <br />the City Administrator, Public Works Director, City Planner, Community Development Director, <br />Ramsey County Deputy County Manager, and Ramsey County Director of Public Works reviewed <br />the proposals and invited two firms, Hoisington Koegler and Kimley-Horn and Associates for <br />interviews. The interviews were held on March 29 and April 2. Following the interviews, the <br />selection committee discussed the proposals and the consultant team unanimously recommended <br />that the City enter into a contract with Kimley-Horn and Associates. The price for the Kimley- <br />Horn contract was $426,004. The factors for this selection were reviewed. Staff recommended <br />the Council authorize staff to negotiate a contract with Kimley-Horn for the TCAAP AUAR, <br />Master Plan and Regulations & Policies. <br /> <br />Councilmember Holmes <br /> questioned if each vendor included the Regulations & Policies within <br />their bid proposal. <br /> <br />Community Development Director Hutmacher <br /> stated this was required within the bid process <br />noting it was set up as an alternate. She explained there will be a cost savings due to the fact the <br />City will be using the same vendor for each piece of the project. <br /> <br />Mayor Grant <br /> thanked staff for working through this process on behalf of the City. He noted he <br />was impressed with the Kimley-Horn proposal. <br /> <br />MOTION: Mayor Grant moved and Councilmember Holmes seconded a motion to <br />authorize staff to negotiate a contract with Kimley-Horn for the TCAAP <br />AUAR, Master Plan, and Regulations & Policies; with consideration of the <br />contract at a future Council meeting. The motion carried (4-0). <br />
