 <br />MEMORANDUM <br />DATE: <br />May 28, 2013 <br />TO: <br />Honorable Mayor and City Councilmembers <br />FROM: <br />Jill Hutmacher, Community Development Director <br />SUBJECT: <br />Draft Public Involvement Plan <br />The first task in the master planning process is the development of the public engagement <br />process. Kimley-Horn has drafted a Public Involvement Plan (PIP) (attached) which describes <br />the following: <br />The purpose of the PIP; <br />The roles and responsibilities of City staff, the Planning Commission, City Council, <br />RamseyCounty, and the Joint Development Authority; <br />The goals, objectives, and expected outcomes of the public involvement process; <br />Project stakeholders; <br />Public involvement techniques; <br />Project schedule; and <br />The evaluation of public involvement techniques and outcomes. <br />The draft PIP includes a table that provides information on the public involvement activities, the <br />target audience/participants, the purpose of the involvement event, anticipated tools, timing of <br />the event, and logistics. <br />Lastly, the PIP includes a project schedule that defines approximate dates (week of) for meetings <br />and public involvement events that will occur between May and October 2013. Meetings and <br />public involvement events that will occur in November 2013 or later will be scheduled later in <br />the master planning process. <br />The PIP is a “living document” that will be continually revised and updated throughout the <br />planning process. According to the Joint Powers Agreement, the Joint Development Authority <br />(JDA) shall recommend a public process for consideration of the Master Plan to the City and <br />Ramsey County. The JDA is scheduled to review the PIP at its June 5, 2013, meeting. The City <br />Council is requested to provide feedback on the PIP prior to its consideration by the JDA.
