AGENDA ITEM - A <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: June 10, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Terry Maurer, Public Works Director <br /> <br />SUBJECT: B-2 Feasibility Report Presentation <br /> <br /> <br /> <br />During 2012, with the help of Bolton and Menk, the City explored various road improvement <br />alternatives along County Road E, between T.H. 51 and Lexington Avenue, in support of overall <br />B-2 District revitalization efforts. This alternatives analysis relied on several levels of public <br />engagement and concluded with a final report and a preferred roadway improvement concept, <br />which were accepted at the December 17, 2012, City Council meeting. At that same meeting, <br />the City Council also authorized entering into a contract with Bolton and Menk to proceed to the <br />next step which is the completion of a formal feasibility report. <br /> <br />The preferred roadway improvement concept reflects an incremental approach toward future <br />improvements along the County Road E corridor. The concept, referred to as a Phase 1 <br />improvement, is intended to take advantage of lower cost and easier opportunities to improve <br />travel along the corridor. It addresses pedestrian improvements, helps balance traffic mobility <br />and property access, and includes aesthetic improvements. While the Phase 1 concept does not <br />address all existing issues and concerns along the corridor, as an incremental step, it is adaptable <br />to further improvements in the future. <br /> <br />The layout being presented at this work session is a refinement of the Phase 1 concept that was <br />accepted by the City Council in December 2012. The layout has been further developed with <br />field survey information as well as additional input from owners whose properties were more <br />directly impacted by the proposed concept improvements. It illustrates the accomplishment of <br />many of the Phase 1 goals, and has also been restricted, in some cases, particularly as it pertains <br />to cross-access connections between private properties. <br /> <br />Marcus Thomas from Bolton & Menk will present the current County Road E layout during the <br />work session and discuss how it has evolved from the concept that was in the December 2012 <br /> <br />12 <br />Page of <br /> <br />
