AGENDA ITEM <br />MEMORANDUM <br />DATE:June 24, 2013 <br />TO:Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />FROM:Michelle Olson, Parks and Recreation Manager <br />SUBJECT:Resolution 2013-028: Rice Creek North Regional Master Plan Amendment <br />Requested Action <br />Motion to approve Resolution 2013-028: Supporting the amendment of the Rice Creek North <br />Regional Trail Master Plan. <br />Background <br />On January 21, 1998, The City of Arden Hills approved the Rice Creek North Regional Trail <br />Corridor Master Plan. Due to the length of this document, staff did not include this with the <br />packet. A copy is available for review by request. The Rice Creek North Regional Trail <br />Corridor Master Plan was amended in January of 2003 by RamseyCounty Parks and Recreation <br />and approved by the City by Resolution No. 03-18, incorporating an additional 49 acres into the <br />plan generally referred to as the “Wildlife Corridor”(Attachment A). Ramsey County is <br />seeking an amendment (Attachment B) to theRice Creek North Regional Trail Master Plan <br />Amendment to accurately reflect current acquisition and development plans for the central <br />portion of the trail corridor that runs from County Road I to County Road H just east of Interstate <br />35W, as well as a trail extension to the south that will connect with the Highway 96 regional <br />trail. The amendment includes development within the existing corridor as well as on property <br />yet to be acquired. <br />The amendment has also been developed to fulfill the requirements of the Metropolitan Council <br />for regional trail master plans as outlined in the 2030 Regional Parks Policy Plan. Once <br />approved by the Metropolitan Council, Ramsey County will have the ability to seek funding for <br />the development of these portions of theregional trail. It is intended that this amendment <br />appends and updates the 1998 Rice Creek North Regional Trail Corridor Master Plan. As such, <br />components of the trail outside of the TCAAP area and operational aspects of the original master <br />planremain in effect.In an effort to provide clarity, this amendment replaces the 2003 Rice <br />12 <br />Page of <br />
