<br />Attachment C <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO. 2013-028 <br />A RESOLUTION SUPPORTINGTHE AMENDMENT TO THE RICE CREEK <br />NORTH REGIONAL TRAIL MASTER PLAN <br />WHEREAS, <br />the Arden Hills City Council approved the Rice Creek North Regional <br />Trail Master Plan in 1998 and approved an amendment to the master plan in 2003; and <br />WHEREAS <br />, the Arden Hills City Council unanimously adopted a resolution on <br />December 21, 2009, identifying additional elements to be incorporated into the regional trail <br />system, including the 49-acre Wildlife Corridor, a 30-acre Rice Creek South Regional Trail <br />connection to the Highway 96 Regional Trail, and a 29-acre Trailhead Access to support <br />recreational use of the Arden Hills Army Training Site (AHATS) property for seasonal trails; <br />and <br />WHEREAS <br />, Ramsey County has submitted an amendment, attached as Exhibit A, to <br />update the master plan for the portion of the Rice Creek North Regional Trail Master Plan <br />that traverses the former Twin Cities Army Ammunition Plant Property (TCAAP) <br />WHEREAS <br />, the amendment incorporates additional area for the wildlife/trail <br />corridor and site improvements to the existing Rice North Creek Regional Trail Corridor to <br />include a regional trailhead; access drive and bituminous trail connections from County Rd I; <br />X-C ski and staging area; natural surface grass trails/X-C trails; habitat restoration; improved <br />connections to Rice Creek; improved trail connections; site remediation/clean up; and a trail <br />extension from the existing RCNRT along the east sideof the former TCAAP site to connect <br />to the Highway 96 Regional Trail; and <br />WHEREAS, <br />the amendment also incorporates a 150 foot corridor along the edge of <br />the Arden Hills Army Training Site (AHATS) site to provide for a trail connection to <br />Highway 96; and <br />WHEREAS <br />, the City of Arden Hills Staff have reviewed the plan and supports the <br />amendment of the Rice Creek North Regional Trail Master Plan Amendment; and <br />NOW, THEREFORE, BE IT RESOLVED <br />by the City Council of the City of <br />Arden Hills, Minnesota, that the City of Arden Hills supports the amendment of the Rice <br />Creek North Regional Trail Master Plan. <br />\\Metro-inet.us\ardenhills\Admin\Council\Agendas & Packet Information\2013\06-24-13-R\Michelle\2013-028, Supporting the Rice Creek North Regional Trail Master Plan <br />Amendment.doc <br />
