ARDEN HILLS CITY COUNCIL MAY 28, 20133 <br /> <br />Assistant City Engineer Anderson <br />stated that as of March 10, 2003, the Minnesota Pollution <br />Control Agency requires all cities within the seven county Metro area to apply for a General <br />Storm Water Permit as part of Federal National Pollutant Discharge Elimination System (NPDES) <br />requirements. In order to comply with new federal regulations, municipalities are required to <br />develop a Storm Water Pollution Prevention Plan (SWPPP) that focuses on ways the municipality <br />will reduce the amount of sediment and pollution entering the surrounding water bodies. The <br />SWPPP includes six minimum control measures that need to be addressed by the City. He <br />discussed the six measures in detail noting each measure is aimed at reducing the amount of <br />pollution entering water bodies through various methods such as public outreach and education, <br />regulator ordinances, and physical structures constructed as a part of the storm water sewer <br />system. <br /> <br />Assistant City Engineer Anderson <br /> explained that one of the permit requirements is that the City <br />holds an annual public meeting to allow interested parties to provide comment on the SWPPP. <br />He indicated that the City is also required to submit an annual report to the MPCA documenting <br />accomplishments from the previous year. Staff recommends that the Council hold a public <br />hearing this evening and take comments. <br /> <br />Mayor Grant <br /> opened the public hearing at 7:26 p.m. <br /> <br />Gregg Larson <br />, 3377 North Snelling Avenue, stated that he has a home on Lake Johanna and that <br />he is the president of the lake association. He indicated that he is pleased with the improvements <br />made by both Presbyterian Homes and Northwestern College concerning their storm water runoff. <br />He encouraged the City of Arden Hills to better manage their runoff at the grit chamber near Lake <br />Johanna. <br /> <br />Mayor Grant <br /> closed the public hearing at 7:29 p.m. <br /> <br />Assistant City Engineer Anderson <br /> commented that the grit chamber along Lake Johanna <br />Boulevard was installed when the street was improved. He indicated that the City will have <br />further street improvements in the future and that the storm water treatment could be improved on <br />at that time. He noted that the chambers are inspected on a yearly basis by the City. <br /> <br />Mayor Grant <br /> stated that the logical time to improve the grit chamber will be when the County <br />improves this roadway. <br /> <br />8.
