MEMORANDUM <br />3.B <br />DATE: <br />May 8, 2013 <br /> PC Agenda Item <br /> <br />TO: <br /> Planning Commission <br />FROM: <br />Meagan Beekman, City Planner <br />SUBJECT:Planning Case #13-006No public hearing required <br /> – <br /> Applicant: Ramsey County <br />Property Location: Twin Cities Army Ammunition Plant site <br />Request: Site Plan Review – Sign Standard Adjustment <br />Requested Action <br />The applicant has requested a site plan review for a sign standard adjustment that would allow <br />for a deviation from the Sign Code for temporary freestanding signage on the Twin Cities Army <br />Ammunition Plant (TCAAP) site owned by Ramsey County. <br />Background <br />1.Overview of Request: <br />Ramsey County is proposing to install four temporary freestanding signs each measuring 32 <br />square feet in total sign area on the TCAAP site owned by Ramsey County. <br />The real estate closing for the transfer of the TCAAP site from the U.S. Army to Ramsey County <br />was completed on April 15, 2013. Ramsey County has contracted Carl Bolander and Sons Co. to <br />carry out demolition work and site remediation in order to prepare the site for future <br />development. These activities are scheduled to commence in May 2013, and take approximately <br />30 months. The proposed sign includes graphics and text that help explain to the public the <br />nature of the work being done on the site and how to obtain more information about the project <br />(Attachment A). <br />The sign area for each sign would measure 8 feet by 4 feet, an area of 32 square feet. The signs <br />would be located in four separate locations around the site. Ramsey County has provided the <br />City with a map showing the precise location of each sign (Attachment B): <br />1.Highway 96 between Highway 10 and Snelling Avenue N. <br />2.Gate 4 on Highway 10 <br />
