Tolaas, P.E., Director and County Engineer <br />1425 Paul Kirkwold Drive <br />Arden Hills, MN 55112-3933 • (651) 266-7100 • Fax (651) 266-7110 <br />E-mail: Public.Works@co.ramsey.mn.us <br />May 17, 2013 <br />MattBachler <br />CityofArdenHills <br />1245WestHighway96 <br />ArdenHills,MN55112 <br />DearMr.Blacher, <br />IhavereviewedtheproposedLexingtonStationplansdatedApril30,2013.TheCountyissupportive <br />ofthegenerallayoutofthesite. <br />OnLexingtonAvenuetheplanshowstwoaccessesclosing,oneremainingandanewaccessatthe <br />southendofthedevelopment.Theexistingaccessinthemiddleofthesitewillbeallowedtoremainopen <br />provideditistemporaryandwillbeclosedinthefuture.Thenewaccessatthesouthendofthesiteis <br />approvedasthesolepermanentaccessoffofLexingtonAvenueconditionedonseveralitems: <br />Thisaccesswillbepermittedforconstructionwhenplansareinplacetopermanentlyclose <br />thetemporaryaccess.Ifphase1constructionincludesthenewsouthaccess,theplans <br />shouldshowtheclosureofthenortherlyaccess. <br />ThesoutherlyaccessmustalignwiththeTargetaccess. <br />ArightturnlaneonLexingtonAvenuemustbeconstructedtofacilitateturningmovements <br />intothesite. <br />Thetapersonthedriveway,justwestofthemedianshouldbemoregradualtoallowfora <br />smoothertransition. <br />Thesouthaccesswillalsobeconditionedontheinstallationofthenecessarytrafficcontrol <br />attheintersectionasdeterminedbyatrafficstudy.Furtherengineeringanalysismustbe <br />donetodeterminetheadequateleveloftrafficcontrol. <br />TheCounty,inconjunctionwiththeCityofArdenHills,isconductingacorridortrafficstudyon <br />LexingtonAvenuefromCountyRoadEto694toevaluateaccesscontrolandfutureimprovements.Traffic <br />levelsattheRedFoxRoadandLexingtonAvenueintersectionarecongested.Theproximityofthe <br />intersectiontothe694rampintersectionmakesitverydifficulttomakegeometricchangesorsignaltiming <br />changestoincreasetrafficflowatRedFox.ThesoutherlyaccessonLexingtonshouldactasthemainaccess <br />tothefullydevelopedsitetodiverttrafficawayfromtheRedFoxRoadintersection.Thecorridorstudythat <br />isplannedforLexingtonAvenuewillidentifyaccesscontrolandfutureimprovementssuchassignals, <br />mediansandsignaltimingchangesthatwouldallowtraffictoflowasefficientlyaspossible. <br />The7;Ý;Œš¦;©x­trafficstudyshouldanalyzetrafficgenerationandlevelofserviceattheRedFox <br />andsouth/Targetaccessandprovidemitigationmeasuresifnecessary.TheCountywillalsoanalyzethe <br />intersectionsforappropriatetrafficcontrolandproviderequirementsofthedevelopertoimplementthem. <br />
