REVIEW OF COMMISSION’S 2012 WORK PLAN <br />Mr. Mack reviewed the projects contained in the 2012 Work Plan. Most projects have <br />been completed, including design of the Keller Golf Course, Clubhouse and Pro Shop. <br />Mr. Ditmore and Ms. Falkowski have been actively involved in the Keller Golf Course <br />Project. The Commission also reviewed and recommended for approval of the Rice <br />Creek Trail, the Highway 96 Master Plan and the gap analysis as part of the Active <br />Living Ramsey Communities Program. Mr. Straumann has been actively involved in <br />Active Living Ramsey Communities efforts. The Commission also reviewed habitat <br />projects such as the Bald Eagle-Otter Lakes restoration. Performance measures were <br />reviewed as well. <br />RECOMMENDATION ON 2014-2019 CAPITAL IMPROVEMENT PROGRAM <br />A six-year Capital Improvement Program (CIP) is completed every two years and the <br />County Board considers funding for the first two years of the six-year plan. Copies of <br />the 2014-2019 CIP Summary and the Regional Parks and Trails project summary were <br />distributed to the Commission. Some of the projects in the program are improvements <br />to the maintenance yard at the Parks and Recreation Administration Building, storage <br />areas, replacing the gasoline tanks and creating a buffer between the maintenance yard <br />and Goodrich Golf Course; ice arena projects such as painting superstructures on four <br />arenas and redevelopment of Lake Owasso County Park. There are also projects <br />involving The Ponds at Battle Creek (resurfacing cart paths) and Manitou Ridge Golf <br />Course (control stations for the irrigation system). Given the fact that the Capital <br />Improvement Program is a six-year program, the highest priority projects are included in <br />the first two years. <br />Under the Legacy Amendment Parks and Trails funding request, the Department plans <br />to build an early learning program area at Tamarack Nature Center (TNC), remodel the <br />existing building at TNC and construct a bituminous trail from TNC north to connect to <br />trails in Anoka and Washington counties, among other projects. <br />Mr. Straumann moved, seconded by Ms. Petersen, to recommend approval of the 2014- <br />2019 Capital Improvement Program. Motion carried. <br />RICE CREEK REGIONAL TRAIL MASTER PLAN AMENDMENT <br />Mr. Yonke described the components of the Master Plan Amendment: develop a trail <br />along County Road I, construct an entry road and parking lot, construct restrooms, <br />create a cross-country ski trail staging area and prairie restoration. <br />Mr. Straumann moved, seconded by Mr. Jenni, to recommend approval of the <br />conceptual Rice Creek Master Plan Amendment.
