CONSENT ITEM <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: July 29, 2013 <br /> <br />TO: Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br /> <br />FROM: Sue Iverson, Director of Finance and Administrative Services <br /> <br />SUBJECT: Special Budget Work Session 2013 Budget <br /> <br /> <br /> <br />Background <br /> <br />In preparation for adoption of the preliminary tax levy at the first meeting in September, staff is working <br />to compile the data needed to prepare a budget that falls within the levy limits set by the last legislative <br />session and balance this with the impact of the new health care reform, the new sales tax legislation for <br />2014, and department/city needs. <br /> <br />th <br /> and no <br />information will be available before that time on the median value home so I can provide the impact of <br />our levy on our taxpayers to you. I will also not have numbers on our portion of Fiscal Disparities, or our <br />taxable market value. According to State law, the Department of Revenue does not have to have levy <br />information to cities until September 1, 2013. While the levy information from the State is not a big issue <br />(I can pretty much estimate that), the information from the County is critical to give you the total picture. <br />th <br />Since the regular work session is on August 19, this does not give me enough time to pull all that data <br />together and review and run scenarios for you. Council member McClung will also not be available for <br />th <br />that August 19 work session either. <br /> <br />I would recommend that we have a special work session as we have had the last 3-4 years before the <br />th <br />regular City Council meeting on August 26, to discuss the preliminary budget. <br /> <br /> <br />Staff Recommendation <br /> <br />Motion to approve holding a Special City Council Budget Work Session to discuss the 2014 Preliminary <br />Budget and Levy at 5:30 p.m. on August 26, 2013 preceding the regularly scheduled Council meeting on <br />that day. <br /> <br />11 <br />Page of <br /> <br />
