<br /> <br /> <br /> <br /> <br /> <br />Approved: <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION MEETING <br />JULY 8, 2013 <br />6:00 P.M. - ARDEN HILLS CITY HALL <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br /> <br />Pursuant to due call and notice thereof, Mayor Grant called to order the City Council <br />Work Session meeting at 6:18 p.m. <br /> <br />Present: <br /> Mayor David Grant; Councilmembers Fran Holmes, Dave McClung <br />(arrived at 6:45 p.m.), and Ed Werner <br /> <br />Absent: <br /> Councilmember Brenda Holden (excused) <br /> <br />Also present <br /> : City Administrator Patrick Klaers; and Deputy Clerk Amy Dietl <br /> <br />1. APPROVAL OF AGENDA <br /> <br />The Council accepted the agenda as presented. <br /> <br />2. AGENDA ITEMS <br /> <br /> <br />A.Legislative Update <br /> <br />State Senator Bev Scalze <br />stated that this is the first year of the biennium. As such, her goal is to <br />revisit the two bills regarding I-694 and TCAAP, as no roads in and around TCAAP have been <br />approved. She discussed the changes made to the local government aid formula along with the <br />funding levels. It was noted that the state sales tax requirement on municipalities will be <br />eliminated in 2014. The data privacy law change related to citizen emails was reviewed with the <br />Council, along with garbage organized collection law change. <br /> <br />State Representative Barb Yarusso <br />discussed water wells issues. She noted that an income <br />based property tax is being considered. An expansion regarding how medical leave can be taken <br />was approved. In addition, there will be no excuse absentee voting. <br /> <br />Mayor Grant <br />requested information on coal tar. <br /> <br /> <br />
