A.Parking –Variance Required <br />The current parking lot on the west side of the facility serves as the main parking area. <br />This parking area has eighty-four (84)parking spaces, of which seventy-one (71)spaces <br />are reserved for employees, seven (7)for visitors and six (6) that are handicap accessible. <br />The proposed parking lot expansion would add sixteen (16) additional parking spaces <br />within the side yard of the facility. In addition to this parking area forty-four (44) spaces <br />are leased from adjacent property owners. At this time one-hundred percent (100%) of <br />the parking on the site is within the side yard of the property. However, if the forty-four <br />(44) leased spaces are taken into account approximately sixty-five percent (65%) of the <br />parking exists in this area. With the proposed expansion of sixteen (16) spaces this <br />percentagewould increase to approximately sixty-nine percent (69%).The City Code <br />states that “No more than fifty percent (50%) of the parking on a site may be between <br />buildings or in the side yard. <br />3.Off-Public Street Parking (1325.06 Subd. 1) <br />A.Location –Variance Required <br />Theproposed parking area within the security fence is located within five (5) feet of a <br />property line. This parking area has four (4) parking spaces proposed.The City Code <br />states that “In no case shall off-street parking areas containing four (4) or more parking <br />spaces be closer than five (5) feet from any side or rear lot line. <br />4.Flood Plain, Wetlands, and Easements <br />The proposed addition is outside of any flood plains, wetlands, or easements. <br />5.Tree Preservation <br />The proposed addition would not require the removal of any significant trees on the property. <br />6.Purpose of the B-2 General Business District (Section 1320.04 Subd. 7) <br />A.To be a place in which people can live, work and play. <br />B.To create a compact, architecturally diverse, pedestrian-and bicycle-friendly community <br />with a distinct identity. <br />C.To provide a connected sidewalk system and places for people to gather and socialize. <br />D.To implement design standards to promote an attractive environment with lasting and <br />sustainable value. <br />E.To group compatible retail and service business uses that tend to draw trade that is <br />naturally interchangeable and promotes business prosperity. <br />F.To provide an adequate supply of businesses and professional service areas to meet the <br />needs of the residents. <br />G.To minimize the effects of traffic congestion, noise, odor, glare and similar safety <br />problems. <br />City of Arden Hills <br />Planning Commission Meeting for September 4, 2013 <br />P:\Planning\Planning Cases\2013\PC 13-015 -Staples Parking Variance <br />Page 4of 8 <br />
