Arden Hills Summary of <br />Selected Factors Related to City Finance <br />Prepared by Dr. Linda Tomaselli, GISRDC <br />September 10, 2013 <br />This report provides a further refinement of an analysis of Emergency Services calls for 2011 <br />and 2012, as well as analysis of some additional factors that affect city finance, including land <br />use, population, and the Fiscal Disparities law. <br />I. Emergency <br />The analysis of emergency calls has been separated by year. The purpose is to analyze changes <br />that may have taken place from one year to the next. A refinement of the matching of calls has <br />been done, so that some statistics may differ from those presented in the earlier report of June <br />10, 2013. <br />The Sheriff, Fire and Dispatch billings have also been analyzed and cost factors per call have <br />been calculated. Table 1 shows the calculation of the costs per call. According to Table <br />2, the number of Sheriff calls increased by about 10.5%, while the number of Fire calls went <br />down by 8%. Table 3 summarizes this information from a cost standpoint, using the cost <br />multipliers from Table 1. Table 4 provides a more comprehensive analysis by detailed land <br />use category. Note that the sheriff calls to the federal interstate highways decreased by 10%, <br />while the calls to city streets increased substantially. This is probably due to the road closings <br />due to construction, and the diversion of traffic onto local streets. Using the per call costs from <br />Table 1, Table 5 shows the costs by land use category. <br />
