Memo - City Council <br />2014 Proposed Preliminary Budget and Tax Levy <br />8 <br /> <br />Increases to the Council budget include Other Professional Services for retreat facilitation and <br />team building. The Community Development intern has been increased from a .5 FTE to a 1.0 <br />FTE. Administration and Planning and Zoning have decreases associated with transferring costs <br />to the TCAAP department. <br /> <br />The Street department added $10,000 for curb and sidewalk repair and $10,000 dollars was <br />restored to the Equipment and Building Fund transfer from the General Fund. <br /> <br />Other Funds <br /> <br />We have had previous discussion about the EDA Fund. Staff is recommends that a funding <br />source be found for this fund in the future as the current funding source of from the TIF District <br />and the conduit debt fees will not be ongoing. Staff also recommends a transfer of $25,000 from <br />the PIR Fund in 2014 for the Gateway signs. There were no significant changes to the other <br />Special Revenue Funds. <br /> <br />There are no significant changes to the Debt Service Fund. <br /> <br />Capital Funds were discussed at our June meeting during the Capital Improvement Plan (CIP) <br />review. They will again be brought back for discussion at our October worksession, as will the <br />Fee Schedule. <br /> <br />2014 Rate Increases <br />Enterprise Funds have been evaluated and changes made to <br />accurately reflect economic conditions and historical trends. An <br />Water2% <br />updated rate study was done and presented to the City Council at the <br />Sanitary Sewer2% <br />November 2012 worksession. The rates included in the proposed <br />Surface Water15% <br />budget are from that Rate Study. <br /> <br />GENERAL INFORMATION <br /> <br /> <br />th <br />A preliminary levy needs to be established and certified by September 15 each year, while the <br />final levy needs to be established and certified by December 26th. As Council knows, once a <br />preliminary levy is established, the amount can be reduced, but it cannot be increased. <br /> <br />It should be noted that the 3.05% levy increase provides no opportunity to build fund balances in <br />capital funds (Park Fund, PIR/Capital, and Public Safety). The preliminary budget includes the <br />use of $17,940 in reserves to balance the budget. <br /> <br />DIRECTION REQUESTED: <br /> <br />Adoption of Resolution 2013-035, a resolution setting the preliminary levy for taxes payable in <br />2014. <br />
