AGENDA ITEM MEMORANDUM DATE: September 16, 2013 TO:Honorable Mayor and City Council Members FROM: Patrick Klaers, City Administrator SUBJECT: Franchise Fees Background/Discussion The City Council has discussed the possibility of establishing a franchise fee for gas and electric utilities at a number of work sessions. The most recent discussion was on July th 15 and these work session minutes are attached for your reference. Colette Jurek, Manager, Community Relations/Economic Development, for Xcel Energy th is our representative and contact on this franchise fee issue and was at the July 15 work th session. Colette took the feedback that she received from the Council on July 15 and worked on the numbers. The numbers that she analyzed related to both the desired revenue level and the amount/type of utility customers. A Franchise Fee Scenarios report from Colette is attached for your review. The consideration points at the bottom of the attachment will need some Council discussion at the work session on Monday. Colette will be at this work session. When looking at the customer count information that Colette provided to the City in her June 14, 2013 email (see attachmentwith the Scenarios report and come to the following conclusions: 34.16% of the electric revenues come from the Residential classification 51.43% of the gas revenues come from the Residential classification When combining the electric and gas together, 39.47% of the total revenues come from the Residential classification. Additionally, 69.25% of the total revenues come from the electric utility and 30.25% of the revenues come from the gas utility.
