Accordingly, writing about current <br />events can be challenging. <br /> <br />At first, I thought that this City newsletter policy was going to be an easy and <br />noncontroversial issue, ot so sure that this is the case. For example, when <br />drafting a policy it is difficult to consider all the possibilities and a unique situation will <br />likely pop up after the policy is adopted. <br />authorized to interpret and enforce the policy. What is acceptable to one Councilmember <br />may not be to another and this makes developing a City newsletter policy difficult.
