Focus on small and local businesses <br />Incorporate indoor and outdoor sporting/recreation facilities <br />Provide lifecycle housing opportunities (young singles, families, retirees) <br />Find a way to incorporate alternative energy production <br />Make sure there is ample green space and active space <br />Make provisions for transit service. <br />Alternative Urban Areawide Review (AUAR) <br />Input from public and stakeholder engagement, including City Council and JDA comments, will <br />be utilized along with technical analysis of traffic, land use, and environmental factors to develop <br />two scenarios for the Alternative Urban Areawide Review (AUAR) document. <br />An AUAR is a form of environmental documentation through Minnesota State Rules that <br />evaluates a development scenario (or several scenarios) for an entire geographical area rather <br />than a specific project. The AUAR mustinclude a scenario based on the existing comprehensive <br />plan. <br />If actual development -in total or in any subarea -is proposed to exceed the maximum <br />development studied, the AUAR loses its validity; therefore, the City should include a <br />development scenario that represents the maximum development expected or allowed. The <br />AUAR should cover the possible impacts through a “worst case scenario” analysis. Scenarios <br />developed for the TCAAP site are anticipated to reflect current zoning (which is compatible with <br />the comprehensive plan, but more specific to TCAAP), as wellas a scenario which reflects <br />maximum development capacity based on optimal site access. The AUAR will test the <br />development so the City has information available to make informed decisions about level of <br />development and mitigation. <br />An AUAR process is formally initiated by Responsible Governmental Unit (RGU)order, which <br />establishes the study area and scenarios to be addressed, and officially starts the AUAR process. <br />The City Council will be requested to initiate the AUAR Order at its October 14, 2013 meeting. <br />Project Timeline <br />The master planning process is on schedule. The consultants anticipate having a draft of the <br />Master Plan prepared for Planning Commission and City Council review in December 2014. At <br />the next TCAAP open house in January/February 2014, attendees will be asked to provide <br />feedback on the draft Master Plan. The final Master Plan and the draft AUAR are both expected <br />to be completed in Spring 2014. <br />22 <br />Page of <br />
