Ryan Streff October 4, 2013 <br />City of Arden Hills Page 13 <br />As previously mentioned, modification of the existing traffic control at the County Road E/ <br />Old Snelling intersection should be considered to address the poor operations under year 2025 <br />(Phase 3) build conditions. Potential mitigation includes installation of a roundabout or traffic signal. <br />However, discussion with impacted stakeholders and City/County officials would need to occur <br />prior to any decision. Furthermore, it is likely that the poor operations would occur for only a short <br />period each day (i.e. one or two hours), which the City/County may deem acceptable given the <br />relatively high costs associated with a roundabout and traffic signal. It should be noted that given <br />the current geometric layout and all-way stop control, additional turn-lane improvements would not <br />be recommended due to potential conflicts/safety issues. <br />Other Considerations <br />Parking <br />The current parking supply includes a total of 777 surface parking spaces, which includes both <br />regular and handicap spaces. To determine if this supply is considered adequate to meet the future <br />demand, a detailed parking review was completed. The first step of the parking analysis was to <br />identify the existing parking demand at the Country Financial building. This was accomplished by <br />completing parking lot surveys during three periods (i.e. 10:00 <br />typical weekday.
