In order for the AUAR process to begun,the <br /> City Council must issue an AUAR Order,which establishes the study area <br /> boundary and scenarios to be addressed.We are asking the City Council to <br /> initiate the AUAR Order at its meeting on October 141n. <br /> As discussed with the City Cowicil in a work session on September 30d,the <br /> AUAR must include a scenario that is consistent with the existing comprehensive <br /> plan. Because the existing TCAAP zoning offers more detail than the <br /> comprehensive plan,using zoning regulations is an acceptable alternative. <br /> It is also in the best interest of the city to include a scenario which covers the <br /> "worst case"possible impacts.The AUAR will"test"the development so the <br /> City,as the responsible government unit(RGU),has information available to <br /> make informed decisions about level of development and mitigation needed. <br /> Scenarios proposed to be evaluated in the TCAAP AUAR include: <br /> Zoning Scenario: up to 1,500 residential Louts;500,000 square feet of retail;and <br /> 1,700,000 square feet of non-retail commercial. <br /> This scenario is consistent with the City's comprehensive plan and the associated <br /> development limits included in the City's zoning code. <br /> Maximum Development Scenaioo: up to 2,500 residential units;550,000 square <br /> feet of retail;acid 15950,000 square feet of icon-retail coInnlerclal. <br /> This scenario increases the amount of development to maximum density based on <br /> the anticipated capacity of the transportation nehii ork, including reconstructed <br /> intersections at CR H and TH 10/CSAH 96,and an access to CR L <br />
