AGENDA ITEM <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> October 21, 2013 <br /> <br />TO: <br /> Honorable Mayor and City Council Members <br /> <br /> Patrick Klaers, City Administrator <br /> <br />FROM: <br /> Sue Iverson, Director of Finance and Administrative Services <br /> <br />SUBJECT: <br />Discussion on Revisions to the Benefits and PTO Sections of the <br />Personnel Policy <br /> <br />Background <br />During the 2011 goals session the City Council set as one of its goals to review and revise the <br />ity staff is currently reviewing the policy and are making a number of <br />revisions. Since the annual enrollment period for benefits is November 1-30, staff is <br />recommending the following changes to be made before the final <br />edits of the entire policy, as these items have already been included into the union contract which <br />was negotiated earlier this year. <br /> <br />City staff is recommending that the following language be inserted: <br /> <br />Post Employment Health Care Savings Plan. <br />This can be found on pages 22-23 of the <br />attached document it is identical to the language approved for the union contract and the <br />highlighted yellow section will be completed once staff has an opportunity to discuss any <br />voluntary contributions. Voluntary contributions need to be made by all or some class of <br />employees and once this is decided it is mandatory, if there is an interest in these contributions, <br />staff will insert the appropriate language and get it approved by the Minnesota State Retirement <br />System. <br /> <br />Personal Time Off <br />. This section (pages 26-27) is being amended to add the language for the <br />language that is found in the union contract which we have been following with the exception of <br />the Post-Employment Health Care Savings Plan that the union approved this spring. <br /> <br />Recommendation <br />Staff is looking for council direction on the adoption of this language as it saves the City and <br />employees money as these dol- <br />Medicare and create a savings in benefits for the City when someone separates or retires. <br /> <br />Staff will be bringing further changes to the policy as a whole to a future work session, but <br />would like to adopt these as they pertain to benefits and have already been incorporated into the <br />union contract. <br />P:\Admin\Council\Agendas & Packet Information\2013\10-21-13-WS\Sue\Personnel Policy\Memo.doc <br />
