likely useof the facility at full capacitywould be 797 people/seats.Thisscenarioaccounts for <br />237 staff or faculty and 560 classroom seats. Scenario 2 suggests the maximum capacityof the <br />facility would be873 people/seats. This scenario indicates that 203 staff or faculty and 670 <br />classroom seatswouldutilize the facility.(See Attachment C & D) <br />The current surface parking lot on the property consists of approximately 777 parking spaces, or <br />roughly one (1) space per 260 square feet of gross building area. The zoning ordinance states <br />that one (1) space per 250 square feet of gross floor area is required for businessand professional <br />office uses. Bethel has prepared a class scheduling analysisindicating how their staggered <br />classroom usage mitigates the parking concernon the property.(Attachment E) <br />The applicant has provided a detailed narrative(Attachment B) of the proposed use along with <br />preliminary plans for the layout of the facility. (Attachment C & D). <br />Private On-Site Trails and Buffer Area <br />Aland title survey was completed for the Pine Tree property that identified easements and other <br />documents filed against the property. In addition to several highway and utility easements, the <br />title surveyidentified a Conditional Use Permit in Planning Case 09-020 that permitted a <br />telecommunicationsantenna and a 100-foot wide bicycle pathway and public pedestrian <br />easement along the eastern side of the property(Attachment J).Based on review of planning <br />documents and memos related to the original development of the Country Financial property, it <br />appears that the bicycle pathway and public pedestrian easement was intended to serve as a <br />buffer between Country Financial and the residential neighborhood to the east. <br />Staff has researched the City’sfiles of the proposedsite, including past staff reports, memos, and <br />approved minutes,and has found no evidence that the trails that exist within the boundaries of <br />the property are in any way dedicated to the public or were required to be available to the public <br />as part of the development’s approval. <br />Bethel University has provided a letter to the City(Attachment K) stating its intention to <br />continue to allow public use of the private trail systemon the Pine Tree property.
