This intersection is expected to be approaching capacity by year 2018, regardless of the <br />o <br />proposed expansion. <br />To address the poor operations at the County Road E/Old Snelling intersection under year <br />2018(Phase 2) build conditions, construction/installation of a roundabout or traffic signal <br />should be considered. <br />However, since the poor operations would likely occur for only a short period each day <br />o <br />(i.e. one or two hours), the City/County may deem this acceptable given the relatively <br />high costs associated with these improvements. <br />Results of the year 2025 (Phase 3) build operations analysis indicate similar operations to the <br />year 2018 Phase 2 build conditions are expected. Therefore, the potential mitigation <br />identified under year 2018 is considered adequate. <br />Based on the review of the existing parking supply/demand and the ITE calculations for <br />future conditions, the current 777 parking spaces are more than adequate to meet the future <br />demand of the facility. <br />Given that the travel times would be relatively similar between the two potential shuttle <br />service routes and the desire to keep “local” trips away from “regional” type of facilities, it is <br />recommended that the proposed shuttle service utilize a route along Old Snelling, County <br />Road E, and Pine Tree Drive. <br />When planning the loading/unloading zones for the shuttle service, the location/size of the <br />zones and pedestrian waiting areas should be designed to ensure there is sufficient space for <br />passengers to safely wait, while limiting any sight distance impacts or conflicts with <br />driveway aisles. <br />There are multiple gaps (i.e. a lack of connectivity) within the existing pedestrian/bicyclist <br />system which likely limits activity in the area, particularly along Old Snelling. If these areas <br />were to be improved, more pedestrians/bicyclists would be expected to utilize these facilities. <br />The type of improvements that could be implemented to improve connectivity include multi- <br />use trails, sidewalks, and/or shoulderexpansion. <br />Alternative pedestrian/bicyclist connections were developed to provide a more direct route <br />between the two campuses and increase the potential for pedestrian/bicyclist activity. <br />However, further discussion with impacted stakeholders would be necessary since several of <br />these routes travel through and/or cross areas owned privately, by MnDOT, or the railroad. <br />Conditional Use Permit Evaluation Criteria –Section 1355.04 Subd 3 <br />The following CUP criteria would apply to schools for higher education in the B-2 District: <br />Section 1355.04 Subd. 3 of the Arden Hills Zoning Code liststhe criteria for evaluating a <br />Conditional Use Permit Amendment.
