<br />Attachment F <br />Memorandum <br /> <br /> <br />SRF No. 0138264 <br />To: <br />Ryan Streff, City Planner <br />City of Arden Hills <br />From: <br />Matthew Pacyna, PE, Associate <br />Emily Gross, EIT, Engineer <br />Date: <br />October 4, 2013 <br />Subject: <br />Bethel University Expansion Traffic Study <br />Introduction <br />As requested, SRF has completed a traffic study for the proposed Bethel University expansion into <br />the existing Country Financial building located along Pine Tree Drive, south of County Road E in <br />the City of Arden Hills (see Figure 1: Project Location). The main objectives of this study are to <br />review existing operations within the study area, evaluate traffic impacts to the adjacent roadway and <br />pedestrian/bicyclist network, and recommend any necessary improvements to accommodate the <br />proposed expansion. It should be noted that Bethel University is expected to eventually occupy the <br />entire Country Financial building. Therefore, multiple expansion phases were included as part of <br />this study. The following information provides the assumptions, analysis, and recommendations <br />offered for consideration. <br />Existing Conditions <br />The existing conditions were reviewed to establish a baseline to compare and determine any future <br />impacts associated with the proposed development. The evaluation of existing conditions includes <br />peak hour intersection counts, field observations, and an intersection capacity analysis. <br />Data Collection <br />Intersection vehicular and pedestrian/bicyclist counts were collected by SRF during the a.m. and <br />p.m. peak periods on Thursday September 26, 2013 at the followin <br />County Road E and Old Snelling (CSAH 76) <br />County Road E and Snelling Avenue (TH 51) West Ramps <br />County Road E and Snelling Avenue (TH 51) East Ramps <br />County Road E and Pine Tree Drive <br />Pine Tree Drive and Country Financial Access <br />Lexington Avenue N and Harriet Avenue <br />It should be noted that there are several major roadway projects under construction within the <br />general vicinity of the proposed expansion that are impacting area travel patterns. <br /> <br /> <br />OCP,S150|M,MN55447|763.475.0010|.. <br />NE ARLSON ARKWAY UITE INNEAPOLIS WWWSRFCONSULTINGCOM <br />
