Based on this information, Bethel University is expected to fully occupy the Country Financial building by year 2025. The only access to the proposed expansion is not expected to change and will remain in its current location along Pine Tree Drive. Shuttle service is prop no more than four buses in circulation during peak periods. Pedestrian/bicyclist use is also expected to occur between the two campuses. However, these facilities are relatively limited and would need to be improved upon to increase utilization and provide a more safe connection. Additional information regarding the existing pedestrian/bicyclist facilities is discussed later in this study. Traffic Forecasts Since the proposed expansion is expected to occupy the Country Financial building in multiple phases, two specific development timeframes were selected for analysis. This approach was selected since Phase 2 and Phase 3 are expected to generate the highest amount of traffic. Therefore, for purposes of this study, year 2018 (i.e. Phase 2) and year 2025 (i.e. Phase 3) conditions were reviewed. The following information provides additional details of the traffic forecast development. Background Growth To account for general background growth in the area, an annual growth rate of one-half percent was applied to the existing turning movement counts to develop year 2018 and year 2025 background traffic forecasts. This growth rate is consistent with future traffic volume projections identified in the City of Arden Hills - 2030 Comprehensive Plan.
