A summary <br />of the proposed expansion and details of each phase are outlined in Table 3. Based on this <br />information, Bethel University is expected to fully occupy the Country Financial building by year <br />2025. The only access to the proposed expansion is not expected to change and will remain in its <br />current location along Pine Tree Drive. Shuttle service is prop <br />no more than four buses in circulation during peak periods. Pedestrian/bicyclist use is also expected <br />to occur between the two campuses. However, these facilities are relatively limited and would need <br />to be improved upon to increase utilization and provide a more safe connection. No changes <br />to the parking configuration are planned. However, with the proposed land use change, a review of <br />the current parking was completed to determine if the existing p <br />the future demand. The detailed parking analysis is summarized later in this study. <br />Traffic Forecasts <br />Since the proposed expansion is expected to occupy the Country Financial building in multiple <br />phases, two specific development timeframes were selected for analysis. This approach was selected <br />since Phase 2 and Phase 3 are expected to generate the highest amount of traffic. Therefore, for <br />purposes of this study, year 2018 (i.e. Phase 2) and year 2025 (i.e. Phase 3) conditions were reviewed. <br />The following information provides additional details of the traffic forecast development. <br />Background Growth <br />To account for general background growth in the area, an annual growth rate of one-half percent <br />was applied to the existing turning movement counts to develop year 2018 and year 2025 <br />background traffic forecasts. This growth rate is consistent with future traffic volume projections <br />identified in the City of Arden Hills - 2030 Comprehensive Plan. <br />Proposed Development <br />Since trip generation for universities can vary significantly ba <br />employees, class times, and access to amenities, specific weekday vehicular counts were reviewed at <br />the existing Bethel University access locations.
