Ryan Streff October 4, 2013
City of Arden Hills Page 13
As previously mentioned, modification of the existing traffic control at the County Road E/
Old Snelling intersection should be considered to address the poor operations under year 2025
(Phase 3) build conditions. Potential mitigation includes installation of a roundabout or traffic signal.
However, discussion with impacted stakeholders and City/County officials would need to occur
prior to any decision. Furthermore, it is likely that the poor operations would occur for only a short
period each day (i.e. one or two hours), which the City/County may deem acceptable given the
relatively high costs associated with a roundabout and traffic signal. It should be noted that given
the current geometric layout and all-way stop control, additional turn-lane improvements would not
be recommended due to potential conflicts/safety issues.
Other Considerations
Parking
The current parking supply includes a total of 777 surface parking spaces, which includes both
regular and handicap spaces. To determine if this supply is considered adequate to meet the future
demand, a detailed parking review was completed. The first step of the parking analysis was to
identify the existing parking demand at the Country Financial building. This was accomplished by
completing parking lot surveys during three periods (i.e. 10:00
typical weekday. Based on these surveys, approximately 240 parking spaces were occupied during
both the 10:00 a.m. and 2:00 p.m. periods, which represents approximately 30 percent utilization.
The second step was to review the parking demand based on the ITE Parking Generation Manual, 4th
Edition, which is summarized in Table 8.
Table 8.Parking Supply/Demand
Demand Parking Surplus /
Land Use Type (ITE Code, if applicable) Size
Rate Demand (Deficit)
-
3. spaces/
- Existing Office (701)* SF --

- Bethel University (550) people --
person
- 6
-97
Phase 2 -
spaces/
- Existing Office (701) 276 --

- Bethel University (550) people
276 --
person
--
Phase 3 -

- Bethel University (550) 873 people 332 --
person
Phase 3 -- 332
* Although the non-Bethel components total uare feet However,
-occupancy.
