MEMORANDUM <br />DATE: <br />October 22, 2013 <br />TO: <br />Ryan Streff <br />FROM: <br />Matthew Bachler <br />SUBJECT:Country Financial Property –2 Pine Tree Drive <br />Background <br />The Country Financial office building at 2 Pine Tree Drive was approved in Planning Case 77- <br />027.At the time, Mutual Service Life Insurance Company (MSLI)was seeking to purchase 54 <br />acres of land to locate theircorporate headquarters. MSLI requested arezoning ofapproximately <br />42 acresfrom the existing R-1 classification to R-B.Of the remaining 12 acres on the site, MSLI <br />dedicated7.5 acres to the City as parkland (now a portion of the Crepeau Nature Preserve), and <br />the other 4.5 acres wereleft in a natural state retainingthe R-1 zoning classification. <br />The City initially required MSLI to apply for a rezoning and Special Use Permit for a Planned <br />Unit Development.Atthe time the rezoning was requested, the company was considering <br />developing four residential properties at the southwest corner of the site. Intheir review of PC <br />77-027, thePlanning Commission recommended approval of the rezoning, with the <br />recommendation that the Council not give final approval until MSLI had submitted the <br />development plans required for the Special Use Permit.The Council elected not to wait to review <br />the development plans and approved the rezoning request with the exception that an easterly <br />border, 100 feet in width, retain theR-1classification. <br />Subsequently,MSLI didnot to move forward withthe proposal for residential units on southern <br />end of the property. Since the proposed use forthe site was a single office building, which was a <br />permitted use in the R-B zoning district, the development plans werereviewed through the Site <br />Plan Review process rather than as a Special Use Permit. No formal development agreements <br />related to this case between the City and MSLI have been found in the City’s recordsor are filed <br />against the property. <br />There have been three planning cases pertaining to the property since the approval ofPC 77-027: <br />Planning Case 87-025: a site plan amendment was granted allowing for the expansion of <br />the existing parking lot on the site. <br />Planning Case 04-004: a sign standard adjustment was approved allowing for additional <br />wall signage on the office building. <br />Planning Case 09-020: a conditional use permit was approved allowing for the placement <br />of a telecommunication antenna on the property. <br />
