Park <br />park preserve, all of which are located on the Arden Hills Army Training Site. <br /> <br />Currently there are no districts designated specifically for parks or open space areas in the <br />Zoning Code (Attachment E). These facilities are integrated into residential or business zoning <br />districts. Minnesota State law mandates that local zoning codes be consistent with adopted <br />comprehensive plans. Establishing a Parks and Open Space District and a Conservation District <br />would help the City meet this requirement. Further, the new districts will assist in the <br />implementation of <br />the Zoning Code. <br /> <br /> <br />Summary of Proposed Ordinance Amendments and Additions <br /> <br />Staff has prepared Ordinance 2013-009 for a Parks and Open Spaces (POS) District and <br />Ordinance 2013-010 for a Conservation District. A draft version of the ordinances was presented <br />at the May 28, 2013, City Council work session. The discussion at that meeting focused on the <br />types of uses that should be allowed in the districts, appropriate special regulations, and how to <br />address privately owned parks. Staff has attempted to incorporate the concerns raised at this <br />meeting into the revised ordinances. <br /> <br />The POS District reflects the goals of the Parks and Open Space District in the Comprehensive <br />Plan and would be applied to City and County Parks. This district could also be appropriate for <br />City-owned parcels that are being used as public open space or that might be incorporated into <br />s park system in the future. <br /> <br />The Conservation District corresponds with the Park Preserve District in the Comprehensive <br />Plan. In its current draft, it could only be applied to the Arden Hills Army Training Site <br />(AHATS). It should be noted that this case only includes amendments to the zoning code and no <br />rezoning of any property is being proposed at this time. Staff has provided a hypothetical <br />illustration of the Zoning Map if the new districts were to be applied (Attachment F). <br /> <br />If adopted, Ordinance 2013-009 and Ordinance 2013-010 would amend or add regulations to two <br />chapters of the Zoning Code: <br /> <br /> <br />A.1305.04 Definitions (new definition) <br /> <br />B.1320 District Provisions (new regulations) <br /> <br />A general discussion on the changes to each chapter is outlined in the sections below.
