If City Council wants to consider reducing the total cost even further here are a few items <br /> which could be eliminated: <br /> Item Eliminated Project Savings <br /> Bituminous Trail (Parking Lot to Crystal Avenue) $8,900.00 <br /> Basketball Half Court $11,175.00 <br /> Picnic Shelter(leave concrete pad for future <br /> $13,586.00-$16,677.00 <br /> installation) <br /> Picnic Tables, Benches, Trash Receptacles <br /> (purchase from State contract—City staff $2,250.00 <br /> installed) <br /> Construction Considerations <br /> The grading of the site, as has been discussed previously, will create a higher area on the <br /> west portion of the site on which the parking lot and amenities will be placed. The <br /> western perimeter will be graded to flow around to the rain garden so any drainage off of <br /> the adjacent rear yards will be properly dealt with. The higher area will be above the 100 <br /> year flood elevation of Lake Valentine. In fact, the elevation will be very near the low <br /> point on Old Highway 10 so if water ever got high enough to flood the amenities and <br /> parking lot it would also be overtopping Old Highway 10. <br /> Although the perimeter bituminous trails have been removed from the project, the site <br /> grading will prepare this area to be ready for a trail sometime in the future. <br /> Geotechnical investigation completed for the design of the project revealed up to 14 feet <br /> of organic soils on the site, the worse soils are located where the amenities are planned to <br /> be placed. The recommendation from the Soils Engineer includes a granular base and <br /> drain tile under the parking lot and amenities which are included in the bid. The Soils <br /> Engineer also recommends letting the parking lot and amenities area consolidate for a <br /> period of time after the additional fill is placed to create the higher area. Therefore, the <br /> bid has been set up to require the contractor to have the site fully graded and seeded by <br /> the end of June 2012. This would include gravel in the parking lot area and temporary <br /> seed in the amenities area. Then the site is to sit until spring of 2013 to allow for <br /> consolidation of soils. The remaining contractor work is required to be completed by the <br /> end of June 2013, at which time the items purchased from the State contract would be <br /> installed.
