lt <br /> EN HILLS <br /> MEMORANDUM <br /> DATE: February 27, 2012 <br /> TO: Honorable Mayor and City Coxfn- ilmenoers <br /> FROM: Patrick Klaers, City Adminisirtor <br /> SUBJECT: Emergency Response Presentation <br /> Background/Discussion <br /> At the April 18, 2011 Council work session, the Ramsey County Sheriffs Department (RCSD) <br /> gave a presentation on how the City Council should respond to an emergency situation. The <br /> example they discussed related to an "active shooter" coming into a City Council meeting. <br /> Commander Paget and Undersheriff Altendorfer were the main presenters of information at this <br /> work session. <br /> After the presentation and discussion, the City Council had some comments about the work <br /> session. The feedback that I received was that the work session was too general, and that the <br /> Council wanted specifics for how they should react to an active shooter situation. The Council <br /> indicated that they already know a lot about the past situations that have taken place at Council <br /> meetings, County Board meetings, School Board meetings, etc., around the nation, so a history <br /> lesson was not necessary. We all know that there is not any one magic answer and that each <br /> situation is unique. Nonetheless, the Council wanted to learn from the experts that if an active <br /> shooter did "A" or "B", then they should either hide under the dais, run for the door, try to talk <br /> the person "out of it", fight back, or call 911, etc. The Council wanted specifics for the most <br /> appropriate response or action they should take depending on the situation. <br /> All of the above comments have been relayed to Undersheriff Altendorfer. In turn, George has <br /> passed these comments on to the Training Unit at the Sheriff's Office. <br /> Earlier in the month, Undersheriff Altendorfer came to City Hall for another tour of the building. <br /> One very good suggestion that came out of this tour was the need to secure the basement floor <br /> level during Council meetings so that the public will be restricted to the lobby area on the main <br /> level. Another item that George and I have discussed is the benefits for having a Deputy attend <br /> Council meetings. <br /> Sheriff Bostrom has indicated that the type of training that the Arden Hills City Council is <br /> requesting is what the RCSD wants to provide to City Councils throughout the County. <br /> Accordingly, Sheriff Bostrom is going to be using Arden Hills for the first "trial run" on this new <br /> training exercise.
