'It <br /> �- EN HILLS <br /> MEMORANDUM <br /> DATE: March 12, 2012 <br /> TO: Honorable Mayor and City Councilmembers <br /> FROM: Jill Hutmacher, Community Development Director Jff <br /> SUBJECT: TCAAP/Stadium Proposal Update <br /> On March 1, a stadium deal between the City of Minneapolis, the Minnesota Vikings, and the <br /> State of Minnesota was announced. The $975 million stadium would be built on top of, or just <br /> east of the existing Metrodome site. Project funding includes $427 million from the Vikings, <br /> $398 million from the State, and $150 million from the City of Minneapolis. The State <br /> contribution would be funded through new gambling revenue from electronic pulltabs and virtual <br /> bingo. The Minneapolis contribution would be funded through existing hospitality taxes that are <br /> currently being used to support bonds for the Convention Center. <br /> Annual operating costs are expected to be approximately $20.5 million. Minneapolis would <br /> contribute $180 toward operating costs over the next 30 years. The Vikings would contribute <br /> $11.5 million annually for operating costs. Minneapolis will pay for costs of police, security, <br /> traffic control, fire prevention, emergency medical, street cleaning and trash removal on all NFL, <br /> MLS (Major League Soccer), and ten additional non-game event days. <br /> The City of Minneapolis would like to use excess Convention Center taxes for renovations to the <br /> Target Center. Some legislators have objected to linking stadium and Target Center funding. <br /> The media has reported that stadium and Target Center funding would be separated into two bills <br /> in order garner support and maximize votes for each bill. As of March 8, 2012, neither draft bill <br /> had been released to the public. <br /> Legislative hearings may begin this week. Uncertainty remains on whether there is sufficient <br /> support in the Senate for new gambling revenue, and whether a bill will be brought to a vote in <br /> the House in 2012. <br /> City of Arden Hills <br /> March 12, 2012 City Council Meeting <br /> Page 1 of 1 <br />
