ARDEN HILLS CITY COUNCIL WORK SESSION—FEBRUARY 27, 2012 4 <br /> City Administrator Klaers stated he spoke with Todd Hill regarding how to adjust his contract. <br /> A billable hour approach was discussed but discouraged due to his high billable hour rate and the <br /> uncertainty of legislative meetings. A conclusion has not been reached to date. Mr. Hill indicated <br /> he continues to have conversations with his contacts regarding potential development in Arden <br /> Hills. Administrator Klaers felt that the City was still receiving a good value for the work <br /> completed by Mr. Hill. <br /> Councilmember Tamble understood the value of the meetings Mr. Hill attended, but did not feel <br /> his work at this time justified the amount being paid on a weekly basis. If the stadium was not <br /> coming to Arden Hills and clean up efforts were needed, perhaps Mr. Hill could be contracted at <br /> that point. <br /> City Administrator Klaers indicated he was working to find a middle ground. He felt it would <br /> be difficult to let him go, and then to reengage him later in the legislative session. Mr. Hill had <br /> access to people that the City officials do not have access to. <br /> Mayor Grant stated the City may want to position itself through Mr. Hill, whether there is a <br /> stadium issue or clean-up assistance with the legislature. <br /> Councilmember Holden questioned the timeline for getting clean up and acquisition funds in the <br /> bonding issue. <br /> City Administrator Klaers discussed this in detail and stated that the County was not ready to <br /> move in this direction. He cautioned the City from getting ahead of the County. He understood <br /> the money being spent on Mr. Hill was significant but he stated the City should know more about <br /> the future of the stadium by March 12th. He requested the Council allow Mr. Hill to continue his <br /> service until that time. The Council was in agreement with this suggestion. <br /> EMERGENCY MANAGEMENT <br /> City Administrator Klaers noted he met with Lance Ross and Greg Hayes. Both suggested <br /> holding a Council training session to prepare the Council on how to respond to an emergency <br /> situation (such as a tornado) in the City of Arden Hills. He indicated the training would be <br /> approximately two and one half hours. The preliminary date set for this training would be at a <br /> Special City Council meeting on May 7th.
