on the functioning of the System <br />processes. <br />10.1.1.3The CAD Command Subcommittee will review drafts, seek <br /> <br />necessary clarifications and have each draft standard document <br />revised until it meets the approval of the majority of a quorum <br />the Subcommittee. <br />10.1.1.4Once a draft is approved, it will be circulated to the CAD <br /> <br />Operations Groups and Members for review and further <br />comment. <br />10.1.1.5After review comments have been incorporated the CAD <br /> <br />Command Subcommittee shall vote whether to approve the draft <br />standard. <br />10.1.1.6A standard, once approved by the CAD Command Subcommittee, <br /> <br />shall be distributed to all Parties who shall thereafter comply with <br />the approved standard. <br />10.1.1.7Any Party to this Agreement may appeal a standard adopted by <br /> <br />the CAD Command Subcommittee to the CAD Policy Committee. <br />10.2Standards Maintenance and Modifications <br /> <br />10.2.1The CAD Command Subcommittee will review each approved standard every <br /> <br />two (2) years, after its initial approval, for potential updating or modification <br />as necessitated by changes in technology or the needs or capabil <br />Parties. <br />10.2.2Standards may also be modified whenever needed due to changes in <br /> <br />operating procedures, software or hardware changes, changes in applicable <br />law or other factors that affect System operations or functionality according <br />to the process identified in section 10.1. <br />11.Dispute Resolution and Remedies <br /> <br />11.1If a Member or the System Manager or the Director of the ECC has a dispute under <br /> <br />this Agreement, that Member or the System Manager or the Director may bring that <br />dispute forward for resolution according to the following process: <br />11.1.1Technical issues shall first be submitted to the System Manager <br /> <br />resolution. If the System Manager initiated the dispute resolution request or <br />if technical issues submitted by others cannot be resolved by the System <br />Manager, the matter shall be referred by the System Manager to the Director <br />of the ECC.
