ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION NOVEMBER 12, 20136 <br /> <br />City Planner Streff <br /> discussed the proposed 2014 Clean-Up Day event with the Council. He <br />suggested a one-year pilot program be considered in order to increase resident participation. He <br />did not believe the budget would need to be increased because of the pilot program. <br /> <br />Mayor Grant <br /> questioned why the City was receiving pressure to increase participation. <br /> <br />Community Development Director Hutmacher <br /> commented that the pressure being received <br />was from the County. The County was hoping to decrease solid waste in current facilities, while <br />increasing recycling efforts. She stated that the proposed cleanup events would be free of charge, <br />and electronics would no longer be accepted. <br /> <br />Mayor Grant <br /> requested further information on how much the administrative fees would be <br />reduced through the new pilot program. <br /> <br />City Administrator Klaers <br /> reported that the City spends an average of $2,500 in personnel and <br />administrative costs for the event. This amount was projected to be reduced through the new pilot <br />program. <br /> <br />Councilmember McClung <br /> recommended that a number of benchmarks be established with <br />Shoreview to determine how the City will evaluate whether the pilot program is successful or not. <br /> <br />City Planner Streff <br /> stated that the benchmarks in place would begin with the budgeted amount of <br />$20,000 and the number of participants in past years. <br /> <br />Councilmember Holden <br /> suggested that the City partner with the Boy Scouts on the electronics <br /> <br /> <br />Mayor Grant <br /> stated that this type of partnership would assist in reducing administrative costs. <br />He recommended the pilot program be pursued for two years, instead of one. He suggested that <br />each car pay $5 to assist with covering the expense for the event. <br /> <br />City Administrator Klaers <br /> commented that staff would raise these suggestions to the City of <br />Shoreview. <br /> <br />Councilmember McClung <br /> suggested the County take over this program. <br /> <br />Councilmember HoldenCouncilmember McClung <br /> agreed with . <br /> <br />City Administrator Klaers <br /> stated that the program was to be managed by local jurisdictions. <br /> <br />Councilmember Holmes <br /> indicated that she was not interested in participating in this event given <br />the long lines and congestion. <br /> <br />Councilmember McClung <br /> agreed and stated that he would rather pay another company or <br />service to get rid of his waste than take part in the cleanup day. <br /> <br />
