ARDEN HILLS CITY COUNCIL WORK SESSION—OCTOBER 21, 2013 7 <br /> The Council discussed meeting dates for the public to give comments on the proposed franchise <br /> fee. It was the consensus of the Council to hold a public hearing on February 10 and February 24, <br /> 2014, on the proposal for a franchise fee. These dates would allow time for the Council to <br /> consider public feedback before making any decision on a franchise fee. <br /> City Administrator Klaers noted that the communications plan could include an article or two in <br /> the Bulletin, putting information on the City's website, and an insert with the City utility bills. He <br /> further noted that staff would get public hearing notices published in the Bulletin and that staff <br /> would be working on a franchise fee information plan for the public hearings. <br /> C. Off-Leash Dog Area Proposal <br /> Parks and Recreation Manager Olson introduced the off-leash dog proposal and welcomed <br /> Parks, Trails and Recreation Committee (PTRC) presenters: Chuck Michaelson and John Van <br /> Valkenburg. <br /> PTRC Member Michaelson presented the off-leash dog area proposal. He reviewed <br /> recommendations on potential locations, liability concerns, rules/signs, seasonal hours of <br /> operation, and maintenance/labor costs. <br /> Mr. Michaelson indicated that the PTRC is recommending one off-leash dog area location at <br /> Hazelnut Park. If that site goes well, other locations could be considered in the future. <br /> PTRC Member Van Valkenburg reviewed input received from surrounding organizations <br /> regarding off-leash dog areas. <br /> Councilmember Holden asked about the proposed hours of sunrise to sunset, May 1 through <br /> November 1. She voiced concern that noise could be an issue, especially early in the morning. <br /> She suggested 8:00 a.m. until 8:00 p.m. <br /> Councilmember Holden indicated that she would like to see this first year as a pilot program. <br /> She shared concern that dog barking could be a problem. It could then be re-evaluated at the end <br /> of the season. <br /> Mayor Grant inquired about the proposed staging area and if this temporary area could be <br /> designed to make it easy for set up and take down. <br /> Public Works Director Maurer replied that staff would work with the crew to find the best <br /> design. <br /> Parks and Recreation Manager Olson indicated that staff has already been working with the <br /> Public Works Superintendent on the design. <br /> Council consensus was to move forward on offering an off-leash dog park pilot program at <br /> Hazelnut Park with hours set at 8:00 a.m. until 8:00 p.m. <br /> F.
