timeInternposition.TheCouncildiscussionwasmainlyrelatedtoworkloadissuesand <br />havingtheInternpositionremainparttimeorhavingtheInternpositionreplacedwitha <br />Planner I position. <br />IrecommendthattheCouncilreestablishthePlannerIpositionandhireMatthewBachler <br />tofillthispositionandthattheCommunityDevelopmentInternpositioniseliminated. <br />Belowaremycommentsinsupportofthisrecommendation.Alsoattachedisamemo <br />fromCommunityDevelopmentDirectorJillHutmacherregardingtheresponsibilitiesand <br />work load in Planning and Community Development. <br />TCAAP <br />My one word answer in support of the Planner I position is: . <br />SeeingTCAAPcleanedupandputintoproductiveuseisoneofthepriorities,ifnotthe <br />toppriority,oftheCity.OversightandmanagingTCAAPactivitiesisrequiringalotof <br />timeanddirectinvolvementfromtheCommunityDevelopmentDirectorandhasbeen <br />hernumberoneworkresponsibility.ThetimerequiredfromJillforTCAAPactivities <br />makesitnecessaryforthePlannerIpositiontobereestablishedsothattherequiredwork <br />ofthe department can get completed in a timely and professional manner. <br />RamseyCountyhaspurchasedTCAAPandisintheprocessofhavingthesitecleaned <br />up.TheCityhashiredKimley-HorntocompletetheplanningstudiesforthesiteandCity <br />staffhastheresponsibilityforcoordinatingandmakingsuretheCouncilandpublicare <br />involvedinthisplanningprocesseverystepalongtheway.AJointDevelopment <br />Authority(JDA)hasbeenestablishedandtheCityandCountystaffsalsoserveasthe <br />stafffortheJDA.TheCityworkloadforJDAactivitieswillincreaseinthefuture <br />regardlessiftheCityhiresconsultingfirmstodothereviewofdevelopmentproposalsor <br />iftheCitystaffdoesthereviewsofthedevelopmentproposalsinhouse.Itshouldbe <br />notedthatiftheCitydoesthereviewofthedevelopmentproposalsinhouse,theCitywill <br />bereimbursedfromtheJDAforthetimespentontheseprojects.IanticipatethattheJDA <br />will start to see some development proposals in 2015. <br />
