CONSENT ITEM <br />MEMORANDUM <br />DATE: <br />November 25, 2013 <br />TO: <br />Honorable Mayor and City Council Members <br />Patrick Klaers, City Administrator <br />FROM: <br />Ryan Streff, City Planner <br />SUBJECT: <br />2014Curbside Recycling Fee <br />Background <br />The Arden Hills recycling program includes the weekly curbside recycling program and <br />the annual (spring and fall) community cleanup events. The curbside recycling services <br />are provided by Eureka Recycling. The community cleanup events are operated in <br />conjunction with the City of Shoreview. The recycling budget is an enterprise fund that <br />receives revenues from the annual household fee that is applied to the property taxes and <br />from the SCORE grant provided by Ramsey County. The majorityof the expenses are <br />forthe services provided by Eureka. Since there are no other dedicated funding sources, <br />the revenue must be balanced with the expenses. <br />For 2014, theper household fee charged by Eureka Recycling for curbside recycling <br />services is expected to increase by 3percent based on the anticipated change in the <br />Consumer Price Index (CPI) from the Minneapolis Federal Reserve for the Upper <br />Midwest. <br />In part because of the increase in the base fee for curbside recycling per household, the <br />annual fee to single family households in the City is proposed to increase from $42.60 to <br />$46.00.The majority ofthe fee increase is related to revenue sharefrom Eureka, which <br />has decreasedsignificantly over the past year. In 2013, the budget reflected an amount of <br />$20,000that would be collected from the revenue share and as of November of this year <br />it is estimated that less than 50% of this amount will actually be collected.The proposed <br />2014 budget reflects this decrease in revenueand budgets$10,000 for revenue share from <br />Eureka. <br />Staff is not proposing an increase to theannual feefor each housing unit that is not part <br />of the curbside recycling program, which includes Cottage Villas, Hunter’s Park Condos, <br />
