1305.04 Definitions <br /> <br />While there is currently a land use category s <br />that the specific uses associated with City and County-owned parks should be distinguished from <br />the broader category of public uses. <br /> <br />The Zoning Code provides the following existing definition for a public use: <br />The use of any lot, parcel of land and any structure or building thereon exclusively for <br />public purposes by any department or branch of government, federal, state, county or <br />city, excluding independent school districts, without reference to the ownership of said <br />lot, parcel of land, building or structure. <br /> <br />Staff is proposing to add a definition to the Zto differentiate <br />these uses from other types of public uses. Park facilities are listed as a permitted use in the <br />Parks and Open Space District. All other public uses are permitted as conditional uses. <br /> <br /> <br /> <br />The use of any lots or parcel of land and any structure or building thereon for public <br />active and passive recreation purposes by the Arden Hills Parks and Recreation <br />Department or the Ramsey County Parks and Recreation Department. <br /> <br />No new or revised definitions have been proposed for the Conservation District. <br /> <br />1320 District Provisions <br /> <br />1320.04 Purpose <br />The District purpose statement is meant to outline the specific reasons for why the City is <br />adopting a set of land use regulations. Cities are granted considerable leeway in establishing land <br />use regulations as long as their intent is to address public health, safety, and/or welfare concerns. <br /> <br />The primary purpose of the Parks and Open Space District is to create land use regulations that <br />support the parks and open spaces managed by Arden Hills or Ramsey County. Setting aside <br />land for recreational uses addresses public health and welfare concerns through supporting <br />community health, promoting ecological stewardship, and conserving environmental resources. <br /> <br />The Conservation District would only apply to AHATS, which is owned by the federal <br />government.
