MEMORANDUM <br />DATE: <br />December 26, 2013 <br />TO: <br />Honorable Mayor and City Councilmembers <br />FROM: <br />Patrick Klaers, City Administrator <br />Jill Hutmacher, Community Development Director <br />SUBJECT: TCAAP Master Plan <br />Background/Discussion <br />On December 16, 2013, the master plan consultants presented their first draft of the plan to the <br />City Council. The City Council scheduled a special meeting for December 26, 2013, to give the <br />consultants an opportunity to respond to Council questions prior to the Joint Development <br />Authority (JDA) and Arden Hills Planning Commission meetings on January 6 and 8, 2014, <br />respectively. <br />The consultants’ presentation for December 26 is attached, along with a Kimley-Horn memo <br />addressing traffic and transportation questions. The upcoming JDA and Planning Commission <br />meetings allow those groups an opportunity to review and discuss the plan and to offer <br />comments. If the City Council chooses, it may forward a list of its concerns to the JDA and <br />Planning Commission and request their feedback. <br />The January 22, 2014, TCAAP Open House has been discussed publicly and included in <br />newspaper articles. At this point, staff needs to begin promoting the open house (website <br />posting, post cards, newspaper ads). JDA and Planning Commission feedback on the draft plan <br />would be helpful in preparing for the open house. <br />The consultants may be able to make limited changes to the plan prior to the open house (for <br />example, modifying the amount of active recreation areas). Given the time necessary to prepare <br />for the open house, major changes to the plan will not be possible prior to January 22. Major <br />changes to the draft master plan may require that the open house be delayed and rescheduled for <br />some time in February. <br />Discussion Questions: <br />Can the draft plan move forward for discussion by the JDA and Planning Commission? <br />Does the Council wish to include a list of items or concerns on which they request JDA <br />or Planning Commission feedback? If so, what should be included on the list? <br />Are there specific issues for which public comment is requested at the open house? <br />11 <br />Page of <br />
