The proposed development is located in the northwest quadrant of the <br />County Road E/Lexington Avenue intersection (see Figure 1). The <br />study are to evaluate existing traffic operations in the study a <br />adjacent roadway network, and review internal site operations with respect to access, circulation, and <br />donation drop-offs. This study will also identify potential impr <br />Existing Conditions <br />The existing conditions were reviewed to establish a baseline to compare and determine future <br />impacts associated with the proposed development. The evaluation of existing conditions includes <br />midday and p.m. peak hour intersection counts, field observations, and an intersection capacity <br />analysis. It should be noted that the existing a.m. peak hour conditions were not reviewed since the <br />proposed Goodwill store is not expected to be open for business during the a.m. peak hour. <br /> <br />Data Collection <br />Intersection vehicular turning movement counts were collected by SRF during the midday and p.m. <br />peak periods the week of December 9, 2013 at the following locat <br />County Road E and Lexington Avenue <br />County Road E and Arden Plaza East Access <br />In addition to the intersection counts, observations were comple <br />characteristics within the study area (i.e. roadway geometry, posted speed limits, and traffic controls). <br />Currently, County Road E is primarily a five-lane roadway (i.e. <br />center left-turn lane) while Lexington Avenue is a four-lane roa <br />study area. The posted speed limits along County Road E and Lexington Avenue are 35 miles per <br />hour (mph) and 40 mph, respectively. <br />
