<br />Attachment A <br />Agreement PW2013-57 <br />December18, 2013 <br />RAMSEY COUNTY <br />COOPERATIVE AGREEMENT <br />WITH THE CITY OF <br />ARDEN HILLS <br />Agreement betweenRamsey County <br />the County of RamseyAmount Due to Arden Hills: <br />City of Arden Hills$88,900 <br />Re: TCAAP Interchange Concept Development & Analysis <br />Highway 96 /I-35W and County Road H/I-35W Interchanges <br />THIS AGREEMENT, by and between the City of Arden Hills, Minnesota, a municipal <br />corporation(“City"),and Ramsey County, a political subdivision of the State of Minnesota("County"); <br />WITNESSETH: <br />WHEREAS, the County, in cooperation with the Minnesota Department of Transportation <br />(MnDOT) desires to proceed with construction projects to construct new interchanges on I-35W at <br />County Highway 96 and County Road H to provide access to the Twin Cities Army Ammunitions Plant <br />(TCAAP) Redevelopment Site; and <br />WHEREAS, the County’s2013-2017 Transportation Improvement Program (TIP) includes the <br />County Highway 96/I-35W project for construction in 2015; and <br />WHEREAS, the County, in cooperationwith MnDOT, is working to secure a turnback of County <br />Road Hand will add the County Road H/I-35W project to the County’s 2014-2018 TIP for construction <br />in 2016; and <br />WHEREAS,the County, in cooperationwith MnDOT, is preparing a Memorandum of <br />Understanding wherebythe County will be the lead agency for planning and design phasesfor both <br />interchange projects in order to coordinate with improvements of andredevelopment of the TCAAP site; <br />and <br />WHEREAS, the City has retained the services of professional engineering consultant Kimley- <br />Horn and Associates, Inc.(KHA) for completionof the TCAAP Redevelopment SiteAlternative <br />Urbanwide Area Review (AUAR), Master Plan, Regulations and Policies; and <br />WHEREAS, the contract includes traffic analysis forthe TCAAP Redevelopment Site and <br />surrounding transportation network; and <br />1 <br />PW2013-57 <br />
