CONSENT ITEM <br />MEMORANDUM <br />DATE: <br />January 13, 2014 <br />TO: <br />Honorable Mayor and City Councilmembers <br />Patrick Klaers, City Administrator <br />FROM:Jill Hutmacher, Community Development Director <br />SUBJECT: Resolution of Support for Ramsey County’s Request for TCAAP Road <br />Improvements <br />Requested Action <br />Approve Resolution 2014-007 Supporting Ramsey County’s Request for TCAAP Road <br />Improvements <br />Background/Discussion <br />Ramsey County intends to submit a legislative bonding request for $35 million to support <br />transportation improvements at I-35W/Highway 96, at I-35W/County Road H, and for the <br />intersection on Highway 96 with the new Spine Road serving the TCAAP site. Ramsey County <br />has asked, and MnDOT has agreed to allow the County to be the project lead for the I- <br />35W/Highway 96 and the I-35W/County Road H improvements. Ramsey County hopes to move <br />forward with those projects in 2015 and 2016, respectively. <br />On August 12, 2013, the City Council approved an amendment to the Kimley Horn master <br />planning contract to include the analysis and concept layout for the two interchanges. The <br />amendment was requested by Ramsey County which will reimburse the City for its costs related <br />to the amendment. Ramsey County requested the amendment in order to obtain preliminary cost <br />and design information prior to a legislative funding request. The results of the preliminary <br />design work were presented at a public open house on November 19, 2013. <br />Ramsey County has requested that the City approve a resolution of support for the state <br />transportation funding request prior to the beginning of the 2014 legislative session. <br />Attachments <br />Resolution 2014-007 <br />11 <br />Page of <br />
